How to decrease the world population?
My world population is currently 100,000,000.
I am looking to improve the world population, perhaps to 1,000,000,000 or more.
So, what game mechanics or policies should I use to get my world population to such an amount?
Is it too late for you to use food as a means of population control? Food at various harvests is on the wiki, but basically low-level food – greens, roots, and wild animals (not fish, they don’t eat) – do not raise the population. You can take advantage of small animals which can eat some greens, but they get too weak to help much after a while.
As for cities, you’ll want to do two things. The first is give some types of basic goods (charts, ships, armaments) to cities. This can be done using sea trade routes, or just regular trade with a neighbor.
The second thing is that you need a tight tax system for taxes. I suppose you want a tax of half the harvest to be sent to the central treasury. This is critical, because the only way for a city to get a large majority of its income is to tax something. If your tax is too high, there will be no incentive to increase production – just add more people. If your tax is too low, the city will be unable to get a large percentage of its income – excess population will rush out to frontier regions and other countries, and do anything from attacking other people to simply roaming.
The only solutions are either high-tax but barely-food (unlikely) or tax-free but can-eat (like in the US or other advanced societies with the food-stamp system).
The best way to decrease world population is to make everyone equally poor.
